It did fit me well in the shoulders but mine are perhaps smaller than average

The gathering adds room but the waist area restricts how much of a bustline this could be pulled over

There is an inside zippered compartment and top handles attach at front and back

In the photos I've folded it up and tied it in a bow at the neck which is how I believe it was intended but see the other photos to see the construction~it can be tied in other ways. The chiffon has a slight changeable quality when held to the light. There is a deco zig zag seam that goes around the lower portion of the skirt. There are no closures
