It crosses over at the front and hooks in place at the waist. The cross over is shaped at the front of the skirt. Trimmed with a narrow ruffle at the neck, sleeves, hem and front. Probably a robe originally, it would now make a cute dress. There are no tags, it appears to be a well made homemade garment. The fabric is most likely nylon, it's slippery and shiny,
